Federal rule 49 CFR §392.14 requires extreme caution when hazardous conditions affect visibility or traction, requires speed to be reduced, and calls for operation to be discontinued when conditions become sufficiently dangerous, unless stopping itself would create a greater hazard and the driver proceeds only to the nearest place where the danger can be eliminated. FMCSA guidance also makes clear that the driver is responsible for the safe-operating decision.
That matters because a posted speed limit is not a promise that the road is safe at that speed. Fleet expectations should explicitly support drivers who slow down or stop for conditions. If dispatch rewards arrival time while criticizing every weather delay, the written safety policy will lose.
Rain: visibility, hydroplaning, and the first slick minutes
Rain reduces tire-road friction and visibility while spray from other vehicles can erase lane markings. The first period of rainfall can mix water with oil and road residue. Reduce speed early, increase following distance, use headlights as required, and avoid cruise-control practices that interfere with the driver’s ability to respond to changing traction.
Standing water deserves respect. Hydroplaning risk rises with speed and water depth, and a heavy vehicle can pull sharply if one side encounters deeper water. Avoid sudden steering or braking inputs. If visibility becomes so poor that lane position and traffic cannot be reliably identified, find a safe place to stop rather than following taillights blindly.
Snow and ice: smoothness is a safety technique
On snow or ice, every control input should be deliberate. Accelerate gently, steer smoothly, brake earlier, and leave much more space. Wind: high-profile vehicles need a different risk calculation
Crosswinds can move tractors and trailers laterally, especially empty or lightly loaded vans. Wind exposure can change suddenly when leaving a protected cut, passing an opening, crossing a bridge, or being passed by another large vehicle. Gusts are more difficult than steady wind because the driver has less time to anticipate the steering correction.
Know the trailer type, load weight, center of gravity, and route exposure. High-wind warnings and closures should be treated as operational information, not inconveniences. If maintaining lane position requires constant large steering corrections, the safety margin is already shrinking.
Fog, smoke, dust, and low visibility
Low visibility creates a temptation to follow the vehicle ahead because its lights are easier to see than the road. That can pull a driver too close for the available stopping distance. Slow down, increase space, use appropriate lighting, and avoid high beams when reflection worsens visibility. Watch pavement markings and roadside reference points without fixating on them.
If you must stop, get completely out of the travel lane at a safe location. Stopping on the shoulder in dense fog can create a new hazard for traffic that mistakes your lights for moving traffic. Use warning devices as required when stopped and choose a location with as much separation and sight distance as conditions allow.
Weather readiness starts in maintenance and dispatch
Wipers, washers, defrosters, lighting, tires, brakes, batteries, air dryers, mirrors, heaters, and trailer connections all become more important in severe weather. A minor maintenance defect on a clear afternoon can become a major visibility or control problem in sleet at night. Seasonal inspections should occur before weather arrives, not during the first storm.
Dispatch should provide realistic routes and allow delays. Drivers should check forecasts, road conditions, closures, elevation, and parking options. The final decision remains dynamic: conditions observed through the windshield may be worse than an app or forecast suggests. The safest plan is the one that can change when reality changes.
A supervisor’s field audit: what to look for
A safety rule becomes reliable only when supervisors can observe it in normal work. Conduct short field audits in yards, at terminals, during ride-alongs, or through appropriate video review. Look for the behavior the policy is supposed to produce, then ask the employee to explain the reason behind it. A person who understands the hazard is more likely to make the correct decision when the exact situation is not written in a checklist.
Record both strengths and gaps. If several employees make the same mistake, examine training, equipment, work design, or expectations before treating it as a collection of individual failures. Repeated behavior usually has a repeated cause. Correcting the system is more durable than issuing the same reminder every month.
Training questions that reveal real understanding
Instead of asking only whether an employee completed training, use scenario questions: What would make you stop the job? What change would make this condition unsafe? Who do you call when you are unsure? What evidence would you put in a defect or incident report? What is the safest alternative if the planned method cannot be used? These questions expose whether the employee can apply the rule under pressure.
Refresher training should use actual fleet events, photographs, inspection findings, near misses, and equipment examples. Remove names when appropriate and focus on the decision points. People learn faster from a familiar tractor, trailer, route, dock, or component than from a generic slide that does not resemble their work.
Documentation should support safety, not bury it
Keep records that help the next person make a decision. Use consistent defect codes, clear descriptions, photographs when useful, unit and component location, dates, repair disposition, and responsible personnel. Avoid turning documentation into so many fields that employees rush through it. The best record is complete enough to reconstruct the condition and simple enough that people will actually use it.
Finally, review the data. A folder full of completed forms is not a safety program. Trend defects, near misses, roadside events, coaching observations, and repeat repairs. Share the lessons with drivers and technicians so they can see that reporting produces action. That feedback is what keeps a safety system alive.
