Distraction is more than texting

Commercial drivers face visual, manual, and cognitive distractions. A phone can create all three, but so can searching for paperwork, changing a route, handling food, reaching for an object, reading an ELD message, or becoming absorbed in a conversation. The key question is whether the task takes eyes, hands, or mental attention away from controlling the vehicle and scanning traffic.

Federal rules prohibit texting while driving a CMV and restrict hand-held mobile-phone use. Compliant use is built around hands-free operation placed close to the driver and limited interaction. Fleet policy should make the federal minimum the floor, not the entire program.

Dispatch behavior sets the real standard

A company can publish a strict no-phone policy and undermine it in one sentence if a dispatcher sends “call me ASAP” while the truck is moving and expects an immediate response. Drivers pay attention to consequences, not posters. If response time affects load assignments, performance scores, or supervisor approval, employees may believe the unofficial rule is to answer while driving.

Design communication around safe stops. Messages that can wait should wait. Urgent messages should clearly tell the driver to respond when safely parked. Dispatch software should be configured, where possible, to reduce interaction while the vehicle is moving. Supervisors should never coach drivers to manipulate a device because “it will only take a second.”

Navigation should be set before motion

Route changes are common in trucking, but entering an address while rolling creates avoidable risk. Drivers should program navigation and review the first several turns before moving. When a route changes, the safest procedure is to continue to a suitable stopping place, then make the change. Missing a turn is inconvenient; making a sudden unsafe maneuver to save the turn can create a crash.

Navigation systems should be mounted where they do not block the driver’s field of view and where required interaction is minimal. Fleets should keep maps and software current, but drivers still need to read signs and recognize that routing software can send a truck toward restricted roads, low clearances, unsuitable turns, or weight-limited routes.

ELDs and cameras can help safety without becoming distractions

An ELD is a compliance tool, not a device that needs attention every minute. Status changes and annotations should be handled in accordance with the rules and company procedures, preferably while stationary. Audible alerts should be meaningful; a cab that beeps constantly teaches the driver to ignore alarms or look at screens to silence them.

Driver-facing or road-facing camera systems can support coaching when programs are transparent and focused on risk. Poorly designed alert systems can also overload drivers. Evaluate the number, timing, and usefulness of alerts. Technology should reduce cognitive workload, not create a stream of competing demands.

Hands-free does not mean attention-free

A hands-free call may comply with device-handling rules, but an intense conversation can still consume mental attention. Complex dispatch problems, arguments, coaching sessions, and detailed customer instructions should be moved to a safe stop. The same applies to emotionally charged personal calls. A driver can have both hands on the wheel and still miss developing hazards.

Train managers to ask, “Are you parked?” before beginning a complicated conversation. That simple habit signals that the company values attention. It also protects supervisors from unintentionally becoming part of a distraction event.

Build policy around observable behaviors

Effective policies define prohibited behaviors clearly: holding a phone, typing, reading messages, scrolling, watching video, entering navigation destinations, taking photos, or handling paperwork while driving. They also define what is permitted and under what conditions. Ambiguity produces inconsistent enforcement and resentment.

Use coaching, telematics, incident reviews, and driver feedback to identify distractions created by the job itself. If a workflow requires several screen taps at each customer, redesign the workflow. If a mount blocks visibility, relocate it. If dispatch sends too many low-value alerts, reduce them. The goal is not merely to punish distraction; it is to engineer distraction out of the operation.

A supervisor’s field audit: what to look for

A safety rule becomes reliable only when supervisors can observe it in normal work. Conduct short field audits in yards, at terminals, during ride-alongs, or through appropriate video review. Look for the behavior the policy is supposed to produce, then ask the employee to explain the reason behind it. A person who understands the hazard is more likely to make the correct decision when the exact situation is not written in a checklist.

Record both strengths and gaps. If several employees make the same mistake, examine training, equipment, work design, or expectations before treating it as a collection of individual failures. Repeated behavior usually has a repeated cause. Correcting the system is more durable than issuing the same reminder every month.

Training questions that reveal real understanding

Instead of asking only whether an employee completed training, use scenario questions: What would make you stop the job? What change would make this condition unsafe? Who do you call when you are unsure? What evidence would you put in a defect or incident report? What is the safest alternative if the planned method cannot be used? These questions expose whether the employee can apply the rule under pressure.

Refresher training should use actual fleet events, photographs, inspection findings, near misses, and equipment examples. Remove names when appropriate and focus on the decision points. People learn faster from a familiar tractor, trailer, route, dock, or component than from a generic slide that does not resemble their work.

Documentation should support safety, not bury it

Keep records that help the next person make a decision. Use consistent defect codes, clear descriptions, photographs when useful, unit and component location, dates, repair disposition, and responsible personnel. Avoid turning documentation into so many fields that employees rush through it. The best record is complete enough to reconstruct the condition and simple enough that people will actually use it.

Finally, review the data. A folder full of completed forms is not a safety program. Trend defects, near misses, roadside events, coaching observations, and repeat repairs. Share the lessons with drivers and technicians so they can see that reporting produces action. That feedback is what keeps a safety system alive.

Putting Distracted Driving in Commercial Fleets into daily fleet operations

Implementation works best when the rule appears in the same places where the work is planned. Put the expectation in orientation, driver and technician handbooks, dispatch procedures, inspection forms, supervisor coaching, and incident review. If one department tells employees to slow down or stop while another department measures only production time, the conflict will be resolved in favor of the pressure employees feel most strongly. Safety leadership therefore has to align scheduling, maintenance availability, staffing, and performance measures with the behavior it asks employees to use.

Set a simple escalation path. Employees should know who can answer a technical question, who can authorize a vehicle hold, how to request roadside help, and what to do after hours. Uncertainty becomes dangerous when the employee believes the only available option is to improvise. A clear phone number, duty manager, maintenance contact, or documented decision tree gives the employee a safer alternative.

Close each event with learning. If a driver stops for a concern and the vehicle is later found safe, do not treat the stop as wasted time. Review what the driver observed and explain why the condition was acceptable. If the concern was valid, show how it was corrected. Both outcomes improve judgment. The objective is a workforce that reports early, asks useful questions, and recognizes developing hazards before they reach the point of failure.
